According to the Law of Ukraine "On Mine Action in Ukraine", individuals affected by explosive objects are individuals or groups of persons who have suffered physical and psychological injuries, financial losses, or whose legal rights and interests have been violated by the use and (or) presence of explosive objects or actions or due to the inaction of responsible persons, or family members of persons killed by explosive objects.
Article 10 of the Law of Ukraine "On Mine Action in Ukraine":
Assistance to injured persons
1. Assistance to injured persons includes the provision of medical, psychological, professional and social assistance in order to reduce the consequences of injuries caused by explosive objects.
2. The central executive body, which implements the state policy in the field of health care, ensures the organization of the provision of medical aid and medical services to the affected persons.
3. The central body of executive power, which implements state policy in the sphere of population employment and labor migration, labor relations, social protection of the population, ensures:
1) provision of one-time compensation for damage caused to health and annual rehabilitation assistance in the amount, the order of appointment and payment of which is established by the Cabinet of Ministers of Ukraine;
2) free psychological, medico-psychological rehabilitation by the affected persons in the relevant centers with reimbursement of the cost of travel to and from such centers and the cost of accommodation during rehabilitation (in the event that accommodation is not provided);
3) extra-ordinary mandatory provision of places in preschool education institutions for affected children, regardless of departmental subordination;
4) payments to the affected child in the increased amount of state social assistance, assigned to children with disabilities under the age of 18 in accordance with the Law of Ukraine "On State Social Assistance to Persons with Disabilities from Childhood and Children with Disabilities".
Article 22 of the Law of Ukraine "On mine action in Ukraine": Powers of local state administrations, local self-government bodies in the field of mine action
1. Local state administrations, local self-government bodies in cooperation with central bodies of executive power, other state bodies and the national mine action authority within the scope of their powers:
1) promote training on the risks associated with explosive objects;
2) contribute to the provision of medical assistance to injured persons and their medical rehabilitation;
3) inform the population about possible threats from explosive objects and measures that must be taken to avoid danger to life and health of the population;
4) inform the population about the systems for marking dangerous areas installed in the relevant territories and the measures that must be taken to avoid danger to the life and health of the population, as well as monitor the state of the installed systems for marking dangerous areas and their maintenance, and inform the center of mine action and the center humanitarian demining about cases of their damage, destruction, theft or other cases that make further effective use of systems for marking dangerous areas impossible;

6) coordinate plans for demining operations in the relevant territory;
7) assist subjects of mine countermeasures in the performance of their assigned functions and powers in the field of mine countermeasures.
