What has changed for IDPs since April 1, 2026?

As of April 1, 2026, changes to the Procedure for Providing Housing Assistance for Internally Displaced Persons have come into force.

1. Child Benefit – Regardless of Income

As of April 1, families with IDP children will be able to receive child benefits regardless of the parents’ income. At the same time, the family must meet property criteria, requirements for the actual place of residence and education of the children.
The application must be submitted by May 1, 2026. If this is done on time, the funds will be accrued retroactively from February.

2. Re-application for disabled persons

As of April 1, disabled displaced persons who previously lost the right to assistance due to exceeding the allowable income can re-apply for review.
If you apply before May 1, payments can be resumed from January 1, 2026. In the event of a later application, assistance will be assigned from the month of application.

3. The duration of payments has been increased

Since April, the maximum number of payment periods has been increased from four six-month periods to five. That is, the total support period is extended by another half a year.

4. The amount of payments in 2026

– 2,000 UAH – per adult;
– 3,000 UAH – per child and person with a disability.
The assistance is assigned for each family member with IDP status entered in the Unified Information Base. Payments are extended for six months subject to income verification.
In 2026, the reference for assessing income is the subsistence minimum for persons who have lost their ability to work, – 2,595 UAH, as of January 1.
